ARTICLE I

MEMBERS

Section 1. Senior Members. Any person 18 years of age or older as of December 1 of the current horse show calendar year may become a Senior Member of the South Carolina Hunter/Jumper Association, Inc. (SCHJA). A properly completed and signed application along with the annual dues for a senior membership must be submitted to the Executive Secretary.

Section 2. Junior Members. Any person under 18 years of age as of December 1 of the current horse show calendar year may become a Junior Member of the SCHJA. A properly completed and signed application along with the annual dues for junior membership must be submitted to the Executive Secretary.

Section 3. Farm / Stable Members. A farm/stable membership allows entries made in the name of a farm/stable to earn points toward year end awards provided the farm is a current member of the SCHJA. Any farm or stable may become a Farm/Stable Member of the SCHJA. A properly completed and signed application along with the annual dues for a farm/stable membership must be submitted to the Executive Secretary. A Farm/Stable member shall designate one Senior Member to act as its representative and cast its votes. The Farm / Stable Member shall have all of the same rights and duties as a Senior Member.

Section 4. Life Membership. Members in this category will have the same privileges as annual members for life. A properly completed and signed application along with the dues for a Life Membership must be submitted to the Executive Secretary.

Section 5. Show Members. As a prerequisite to holding a horse show recognized by the SCHJA, any corporation, organization, association or individual requesting SCHJA horse show sanctioning must become a Show Member of the SCHJA. In addition, the manager of the horse show must be a Senior Member of the SCHJA. A properly completed and signed horse show application along with the annual dues for the horse show and the horse show manager must be submitted to the Executive Secretary. Should a corporation, organization, association or individual hold more than one horse show in a given year, a separate horse show application must be submitted for each horse show.

Section 6. Term of Membership. Each membership shall commence when a properly completed application and payment of the annual dues has been received by the Executive Secretary. All memberships with the exception of Life Memberships shall expire on November 30th, the completion of the horse show calendar year. With the exception of life memberships, all other memberships shall be renewable on an annual basis as of December 1st , the first day of the new horse show calendar year.

Section 7. Age of Members. The eligibility of an individual for a Junior or Senior Membership shall be determined by the age of the individual as of December 1st of the current horse show calendar year.

Section 8. Termination of Membership. Upon holding a duly constituted hearing, the Board of Directors may, by a majority vote, suspend or terminate a membership for a cause which would make a member temporarily or permanently ineligible for membership.

Section 9. Reinstatement. Upon receipt of a written request signed and filed with the executive secretary, the membership of a former member may, by a majority vote at any duly constituted meeting, be reinstated on terms agreed to by the Board of Directors.

Section 10. Transfer of Membership. Membership in this corporation is not transferable or assignable.

ARTICLE II

MEETINGS

Section 1. Annual Meetings. An Annual Meeting shall be held each year on a date determined by the Board of Directors.

The date for the annual meeting shall not be set earlier than December 1st nor later than January 31st .

The annual meeting is for the election officers and any other business which needs to come before the general membership.

Should it become necessary to postpone the annual meeting, the Board of Directors shall call a special meeting for the general membership as soon after January 31st as possible.

Section 2. Special Meetings. Special meetings of the association may be called by the President for any purpose. In addition, Special Meetings shall be called by the President upon the written request of at least three members of the Board of Directors or 30% of the combined total of Senior, Farm/Stable and Show Members.

Section 3. Place of Meeting. All SCHJA General Meetings, held for the election of directors or for any other purpose shall be held at the place designated in the call and notice of the meeting.

Section 4. Notice of Meetings. A written notice stating the time and location of the annual meeting will be sent to the membership at least thirty (30) days prior to the date of the meeting. This notice will, also, include the report of the nominating committee.

Written notice of the time, location and purpose of each special meeting shall be sent to the membership at least ten (10) days prior to the meeting.

Section 5. Quorum. Ten (10) or more Senior, Farm/Stable and Show Members shall be present in person and shall constitute a quorum at any meeting of the association, unless otherwise required by statute.

In the absence of a quorum, the majority vote by Senior, Farm/Stable and Show Members present may adjourn the meeting until a quorum is able to be present. The period of adjournment may not exceed thirty (30) days.

A quorum at a rescheduled meeting may transact any business which was scheduled for the original meeting.

No notice of a rescheduled meeting needs to be given.

Section 6. Voting. All corporate action shall be determined by a majority vote of the Senior, Farm / Stable and Show Members at any meeting of the association unless otherwise stated in the in the Articles of Incorporation or Bylaws.

Every Senior, Farm / Stable and Show Member in good standing shall be entitled to one vote.

Section 7. Proxy. No member may vote by proxy at a meeting of members.

ARTICLE III

OFFICERS

Section 1. Executive Officers. The SCHJA Executive Officers shall be a President, a Vice President, a Recording Secretary, and a Treasurer. The Executive Officers shall be elected by the association's Senior, Farm / Stable and Show Members.

To be eligible for election as an executive officer, the individual must be a SCHJA member in good standing.

Any member seeking to become the SCHJA President must be a member of the association in good standing as of March 1st of the preceding year.

Section 2. Subordinate Officers. The Board of Directors may appoint other officers or agents as necessary in order to efficiently carry out the business of the association. These appointed officers or agents shall hold their office for a term and shall exercise such powers and perform such duties as determined by the Board of Directors.

Section 3. Tenure of Executive Officers. The SCHJA Executive Officers shall be elected at the annual membership meeting. The Executive Officers shall hold office until the next annual membership meeting or until their successors are chosen and qualify in their stead. There shall be no limit on the number of times a person may be re-elected as an executive officer.

Any executive officer may be removed with cause at any time as provided in Article IV, Section 2 of these Bylaws.

Should an executive office become vacant for any reason, the Board of Directors will appoint a member to fill the vacancy for the remainder of the term..

Section 4. President. The President shall be the chief executive and administrative officer of the SCHJA.

The President shall:

  • Have active and general management of the affairs and business of the SCHJA.
  • Preside at all meetings of the members, directors and the Executive Committee.
  • Put into effect all resolutions and orders of the members, directors and Executive Committee.
  • Do and perform all such duties as may be assigned to him / her by the members, directors or the Executive Committee.
  • Give a full report and clear statement of the business and condition of the SCHJA at any membership meeting at which a vote is called for by the senior, farm/stable and horse show membership.
  • Present any recommendations he/she feels are in the best interest of the association and membership.
  • Direct the activities and business of the corporation and shall have all of the authority and general powers of supervision and management as is vested in the office of a corporation president.
  • Nominate all appointees to committees.
  • Perform such other duties as are incidental to his / her office

Section 5. Vice President. The Vice President shall do and perform the duties of the President in the absence or disability of the President. The Vice President shall also perform any additional duties as may be required of him/her by the Board of Directors or the President.

Section 6. Recording Secretary. The Recording Secretary shall:

  • Attend all meetings of the Board of Directors, the Executive Committee and the members.
  • Record and keep the minutes and all votes of all such meetings in a book kept for that purpose.
  • The Recording secretary shall also have custody of the SCHJA minutes.

Section 7. Treasurer. The Treasurer shall:

  • Collect all money payable to the Association.
  • Have custody of and be responsible for the funds of the Association, which will be deposited in banks as designated by the Board of Directors.
  • Pay any indebtedness of SCHJA from the SCHJA funds.
  • Present to the Board of Directors a quarterly written financial report including an income and expense statement as wee as a balance sheet.
  • Retain the Treasurer’s records for five years.

Section 8. Compensation. No executive officer of the SCHJA shall be compensated for his/her services, but he/she  may be reimbursed for expenses incurred as directed by the Board of Directors.

Section 9. Executive Secretary. The Executive Secretary shall:

  • Keep accurate records of memberships and horse/pony registrations, recognition of horse shows and points accumulated at all SCHJA recognized shows.
  • Be responsible for keeping the information on the website current and the distribution of newsletters to the membership.

The executive secretary may receive compensation for his/her services.

The office of the executive secretary is a non-voting position.

ARTICLE IV

DIRECTORS

Section 1. General Powers and Number. The business and affairs of the SCHJA shall be managed and controlled by a Board of Directors.

The Board of Directors will consist of fourteen (14) members including the President and Vice-President, Recording Secretary, Treasurer and the immediate Past President. In addition, there will be eight (8) At Large Directors and a Horse Show Member.

The Board of Directors shall:

  • Have the power to consider all alleged violations of the SCHJA Rules and/or Bylaws as determined by the Hearing Committee.
  • Have the power to impose disciplinary action and/or penalties upon the validation of any violation of the Rules and/or Bylaws of the association..
  • Have the power to interpret and construe the SCHJA Rules.

The interpretation of the SCHJA Rules and Bylaws and the decisions reached by the Board of Directors will be final and binding.

Section 2. Election, Appointment and Term of Office. At the Annual Meeting, the President, Vice President, Recording Secretary, and Treasurer shall be elected to serve until the next Annual Meeting or until their successors shall qualify and be elected by a majority vote of the Senior, Farm/Stable and Horse Show Members of the association.

The immediate Past President will serve as a director for one-year unless the President is re-elected to the Office of President or to another office which requires him / her to serve on the Board of Directors. Should the President be re-elected to a position on the Board, the director serving as the immediate past president prior to the election of officers will continue to serve until a successor shall qualify for the office of immediate past president.

The At Large Directors shall be appointed by the SCHJA President for a term of two (2) years or until their successors shall qualify and be appointed to the office.

The terms of the At Large Directors will be staggered allowing the terms of approximately one-half of the At Large Directors to expire each year.

In the appointment of At-Large Directors, the President is encouraged select members from each geographical area of the state.

One Show Member will be appointed by the Board annually.

At any duly held Board of Directors Meeting, the members of the Board of Directors are vested with the authority to remove any director or executive officer with cause. The cause for removal may include the determination a director or executive officer has become ineffective in his / her post. Prior to the dismissal of a director or executive officer, those seeking to remove a director or executive officer shall first advise the Board of Directors in writing of the facts and circumstances alleging to constitute grounds for removal. The Hearing Committee shall promptly make an investigation of the facts and present a report of its findings to the Board of Directors. Should the reasons for dismissal be validated, the Board of Directors, by a majority vote of the directors, may remove or dismiss a director or executive director.

Any director absent from 50% of the Board of Directors meetings in a fiscal year shall be deemed to have given cause for his / her removal without the necessity of giving notice or an investigation by the Hearing Committee.

Section 3. Vacancies. The remaining members of the Board of Directors shall elect a successor to serve the unexpired term of a vacancy created by the death, resignation, disqualification or removal of an executive officer, show member or the immediate past president.

The President will appoint a successor to serve the unexpired term of a vacancy created by the death, resignation, disqualification or removal of an At Large Director.

Section 4. Place of Meeting. The directors may hold their meetings at a location agreed upon by the board members. These meetings may be held either inside or outside the state of South Carolina.

Section 5. Annual Membership/Board Meeting. The Board of Directors shall meet as soon as practicable after the annual membership meeting for the purpose of organization and the transaction of other business. Should this Board Meeting be held in conjunction with the Annual Membership Meeting, no notice of the meeting shall be required.

Section 6. Regular and Special Meetings. The Board of Directors shall hold at least four (4) regular meetings between its Annual Membership Meeting and the next Annual Membership Meeting.

Special meetings may called by the President, the Vice President in the absence of the President, the Recording Secretary or any three members of the Board.

Notice of regular and special meetings shall be given at least ten (10) days in advance of the meeting. Notice of any special or regular meeting of the Board shall be given by mail, e-mail or telephone. The purpose of the meeting need not be stated.

Except as otherwise required by statute or by the notice of the meeting, any and all business may be transacted at any regular or special meeting of the Board.

Section 7. Quorum and Proxy. Seven (7) of the directors shall constitute a quorum. For a resolution or action to be valid and effective, a quorum of directors must be present at any meeting in order to agree upon any resolution or action.

Members of the Board of Directors may vote by written proxy given to another member of the Board of Directors.

Proxies present at a meeting of the Board of Directors shall be used to determine the presence of a quorum.

Section 8. Compensation of Directors. The directors shall not receive any salary for their services. The Board may allow expenses of attendance, if any; but nothing herein contained shall preclude any director from serving the SCHJA in any other capacity and receiving compensation.

Section 9. Chairman. At all meetings of the Board of Directors, the President, or the Vice President in the absence of the President, shall preside.

Section 10. Powers. The Board of Directors may exercise all powers of the SCHJA and do all lawful acts not addressed by statute, the Articles of Incorporation, the Bylaws or directed to be exercised by the general membership.

Section 11. Committees. The Board of Directors may appoint committees made up of prospective members as nominated by the President for any purpose. By a majority vote of the entire Board, the Board may delegate to any such committee or to any officer or officers, such powers as the Board deems necessary and in the best interest of the association.

The Board of Directors shall appoint the following standing committees:

A) Executive Committee. The President, Vice President, Recording Secretary, and Treasurer shall constitute the Executive Committee. The Executive Committee shall have all of the authority of the Board of Directors except the authority to:

  1. Amend the Articles of Incorporation or Bylaws
  2. Adopt a plan of merger or consolidation
  3. Sell, lease exchange or otherwise dispose of all or substantially all of the property and assets of the corporation
  4. Voluntarily dissolve the corporation, revoke such proceedings, or recommend same.

The Executive Committee shall act by a majority of its members. The Board of Directors shall be notified promptly of any action taken by the Executive Committee. In the absence of a written objection by a majority of the Board of Directors to any action indicated by the Executive Committee within ten (10) days of notification, the action of the executive committee shall be considered the action of the Board.

B) Nominating Committee. The Nominating Committee shall consist of five (5) Senior Members. It shall be the duty of the Nominating Committee to submit nominations for the Executive Officers to the Board of Directors. The results of the Nominating Committee’s report must be sent to the membership at least thirty (30) days prior to the annual meeting. Nominations shall be accepted from the floor at the annual meeting; however, all nominees must be present and must have consented to run for office prior to being nominated.

C) Hearing Committee. The Hearing Committee shall consist of not less than four (4) nor more than eight (8) directors. The exact number of the Hearing Committee shall be determined by the Board of Directors. It shall be the duty of the Hearing Committee to hear all protests and charges in connection with an alleged violation of the SCHJA Rules and/or Bylaws. The Hearing Committee shall recommend appropriate action to the Board of Directors. All reports of the Hearing Committee shall remain confidential to the Board of Directors.

Section 12. Action by Written Consent. Any action required by the Board of Directors or a committee of the Board may be taken without a meeting. Written consent, setting forth the action taken, shall be signed by all the directors or committee members and filed with the minutes taken during the proceedings of the Board or committee meeting. Such consent shall have the same effect as though the action had been taken at a regular meeting.

ARTICLE V

NOTICE AND WAIVER OF NOTICE

Any notice required to be given under these Bylaws to any member or director may be waived. Attendance at a meeting shall constitute waiver of notice of that meeting.

ARTICLE VI

BANK ACCOUNTS, CHECKS, SECURITIES

Section 1. SCHJA Funds. Bank accounts for the deposit of SCHJA funds may be opened in banks as selected and designated by the Board of Directors. SCHJA funds may be invested in such savings and loan associations as may be designated by the Board of Directors.

Section 2. Checks. Banks and savings and loan associations are authorized to make payments from the SCHJA funds on deposit or invested. Payments are to be made upon presentation of checks or withdrawal orders signed by an official or officials as designated by the Board of Directors. The use of facsimile signatures for these officials may be authorized by the Board of Directors.

Section 3. Bonds. The officers and employees shall furnish bonds, if any, for the faithful performance of their duties as may be required by the Board of Directors.

ARTICLE VII

LIQUIDATION

In the event of liquidation or dissolution of the SCHJA, whether voluntary or involuntary, no member, officer or director of SCHJA shall be entitled to any distribution or division of any assets, proceeds or profits of the SCHJA. All such property shall be subject to the discharge of the SCHJA’s valid obligations. After the payment of same, shall be distributed pursuant to a plan of distribution adopted by the Senior Members in accordance with the applicable laws of South Carolina to an eleemosynary corporation qualified for exemption under Section 501(c) of the Internal Revenue Code of 1986, as amended, or corresponding provisions of any subsequent federal tax laws and which is exempt from South Carolina Income tax or to a federal, state or local government to be used exclusively for public purposes. This Article VII may not be revoked by the Board of Directors or members of SCHJA.

ARTICLE VIII

AMENDMENTS OF BYLAWS

Section 1. Directors. These Bylaws may be altered, amended or repealed by the affirmative vote of a majority of all the directors then holding office at any regular meeting or at any special meeting of the Board provided the proposed alteration, amendment or repeal be contained in the notice of the meeting. However, any bylaws adopted by the Board of Directors may be altered, amended or repealed by the membership. New bylaws may presented and adopted by the members.

Section 2. Members. The Senior Members may alter, amend or repeal these Bylaws and adopt new bylaws at any regular meeting or at any special meeting of the members, if notice of the proposed alteration, amendment or repeal be contained in the notice of the meeting. The Senior Members may prescribe that any bylaw or bylaws adopted by them shall not be altered, amended or repeated by the Board of Directors.

ARTICLE IX

INDEMNIFICATION

The South Carolina Hunter-Jumper Association shall indemnify and hold harmless any person who was or is a party or is threatened to be made a party of any threatened, pending or completed action, suit or proceeding, whether civil, criminal, administrative or investigative (other than an action by or in the right of the South Carolina Hunter-Jumper Association) by reason of the fact that he is or was a director, officer, employee or agent of the South Carolina Hunter Jumper Association, to the maximum extent permitted by the laws of South Carolina, including, without limitation, §33-13-180 of the Code of Laws of South Carolina, assuming that it would be applicable to a non-profit corporation.

S.C. EQUINE LIABILITY LAW

Under South Carolina Law, an equine activity sponsor or equine professional is not liable for an injury to or the death of a participant in an equine activity resulting from an inherent risk of equine activity, pursuant to article 7, Chapter 9 of Title 47, Code of Laws of South Carolina, 1976.

SCHOLARSHIP PROGRAM

The SCHJA scholarship program rewards the winners of both the South Carolina Governor's Cup Finals and the SCHJA Palmetto Medal Finals.  Each winner may use their $1000.00 scholarship award towards either equestrian improvement, academic advancement (an accredited institution) or a combination of both.  Winners must submit their request for funds to be transferred in writing within six (6) months of their win.  All checks will be made to the equestrian program or the academic institution.  No check will be made to the winner or any member of their family.

                                                                              HORSE SHOW DATES

The USEF and the Palmetto horse show calendar year run from December 1st to November 30th.  The USEF's protocol for determining horse show dates will be followed by the SCHJA in awarding dates forPalmetto rated horse shows. All applications for horse show dates must be postmarked no later than 30 days prior to the horse show. Applications may be obtained from the SCHJA office or downloaded from the SCHJA website, www.schja.com.

In an effort to minimize conflicts with show dates, and competition between horse shows on the same weekend, the following guidelines will apply:

1. The geographical area of Palmetto rated shows will be zoned into three areas: designated as low country, the midlands and the upstate region. The board will determine the zone in which a show will be classified. There must be at least 100 miles between Palmetto rated horse shows.

2. The dates awarded for a Palmetto rating will be awarded on a first come basis. The letter postmark or the date of hand delivery to the SCHJA office will be the determining factor.

3. Grandfather Clause: Any show holding a Palmetto rating the preceding calendar year will have it's date protected for the current year up to a period of time not less than 90 days prior to the show date. If application has not been received during that time, then the date will not be protected by the grandfather clause.

PRIZE LIST SPECIFICATIONS

To be rated by SCHJA, whether USEF rated or Palmetto rated, a show must offer at least 50% of the divisions in which year end awards are offered. USEF rated shows must offer the SCHJA Governor's Medal Class. Palmetto rated shows must offer the Palmetto Medal and the SCHJA Governor's Medal Classes.

  • USEF and Palmetto rated shows may not offer a division or class that is not listed in the prize list.

Prize lists must contain the following information:

  • Location, date(s) of competition, horse show officials, sanctioning organizations, rules and regulations that may be specific to the show facility.

Horse show managers of sanctioned SCHJA "A" rated or Palmetto rated horse shows must send a prize list to all SCHJA members.

A list of all horse show dates will be posted on the website, www.schja.com.

HORSE SHOW RESULTS

The results reflecting the first eight places for horse or rider and the respective championships and reserves must be submitted to the SCHJA Executive Secretary within 15 days following an approved SCHJA "A", "AA" or Palmetto Rated Horse Show.

All records must be maintained for two years.

STEWARDS

At shows recognized by USEF, the USEF steward shall also act as the SCHJA steward to assist in compliance with the SCHJA rules.

HORSE SHOW FENCES/COURSES

Good courses improve performance. A thorough knowledge and careful application of the rules will help to insure a continuing improvement in the standard of the hunter division. Well designed courses always remain the prime requisite for successful classes. Responsibility for construction of courses is a function of the show management. A hunter course shall be any course which management deems a fair test of a hunter. Fences shall simulate obstacles found in the hunting field such as a natural post and rail, brush, stone wall, white board fences or gate, chicken coup, aiken, hedge or oxer. All obstacles must be 20' wide or have wings of at least 24" wide that are at least 12" higher than the obstacle. A ground line is recommended for all fences. Course diagrams must be posted at least one hour before the scheduled time of the class. The diagram of the course must show the obstacles and the order and direction from which the obstacle must be taken. Fence distances of 90' or less from base to base must be indicated on the diagram.

HORSE SHOW INDEBTEDNESS/DRUG MEDICATION

Any exhibitor/owner failing to settle its indebtedness with any SCHJA show will automatically be barred from showing at any member show.

Any exhibitor under current suspension for misuse of drugs or medications with USEF will be prohibited from showing at any SCHJA sanctioned horse show.

Any member show which violates the Bylaws of the Association and/ or is not in good standing with the SCHJA and will be subject to the penalties of the Association. Points at such shows will not count toward annual awards.

New Rule effective December 1, 2007

HORSE/PONY WELFARE

 
Horses/ponies are not allowed to be entered in and jumped in more than seven (7) jumping classes per day at a sanctioned horse show.

 

USEF RATED REGULAR MEMBER SHOWS

The SCHJA calendar year runs from December 1st to November 30th.

The SCHJA offers annual Horse or Rider of the Year awards to encourage participation in the SCHJA member shows, which are also members of the USEF.

In order for points from a horse show to count toward a SCHJA Year End Award, the horse show must be sanctioned by the SCHJA

To be eligible for a year end award, a horse or pony must be recorded with SCHJA and its owner/leasee must be a current member of the SCHJA. No points will be credited for a horse or pony prior to the date the owner of the horse or pony becomes a member of the SCHJA and/or prior to the date on which the horse or pony is recorded with the SCHJA.

In order for an equitation exhibitor to earn points towards year end awards, the exhibitor must be a current member of the SCHJA.

For a division year end award to be awarded, a minimum of three SCHJA members and/or horses or ponies must have earned points in the division.

Judy Lennox Memorial Perpetual Trophy - Awarded to the horse with the highest number of points earned during the year in the Small Junior Hunter or Large Junior Hunter Division.

Pillow Talk Perpetual Trophy -Awarded to the child earning the highest number of points riding in Short Stirrup Hunter and Short Stirrup Equitation combined.

Rebel Brown Memorial Trophy - Awarded to the child earning the highest number of points riding in the Junior Hunter Division (points on one horse only to count) and the age group equitation classes combined.

Amy Gabrial Memorial Trophy - Awarded to the rider with the highest number of points earned during the year in one of the age group equitations 11 and under, 12-14, or 15-17.

SCHJA Governors Trophy - Awarded to the winner of the South Carolina Governor’s Cup Finals.

The awarding of the special trophies listed below is decided by the junior membership. Junior members have the opportunity to cast their vote prior to the annual year end award banquet for the junior member they feel is most deserving in the following catagories:

Sportsmanship - Whiz Kid Perpetual Trophy

Best Child Rider / Pony - Pine Hollow Perpetual Trophy

Best Child Rider / Horse - Millwood Perpetual Trophy

JUNIOR EXHIBITORS DIVISIONS

A junior is an exhibitor who has not reached his or her 18th birthday as of December 1st of the current horse show calendar year. The age of a junior exhibitor on December 1st shall be maintained throughout the horse show calendar year.

For the purpose of scoring points toward SCHJA annual awards, and in order to retain points won in under saddle classes, horses must have been entered and shown in at least one full point class over fences in the same section during the show. Entries do not have to compete over fences in order to enter an under saddle class unless specified by the USEF

The following divisions are only for Junior exhibitors and count toward SCHJA annual awards.

Junior Working Hunter

Fences are not to exceed 3'6 . Open to horses shown by a junior. To be judged on performance, way of going, manners, and soundness.

Pony Working Hunter

All ponies must be ridden by a junior exhibitor. Stallions are barred from showing. Ponies must hold a current USEF measurement card or be measured prior to showing. Ponies are to be judged on performance, manners, way of going, and soundness. Extreme speed shall be penalized.

Small Pony Working Hunter

Small ponies are not to exceed 12.2 hands. Fence heights are 2'3 with spreads not to exceed 2'3 . Small ponies are to be ridden by juniors 12 years of age and under.

Medium Pony Working Hunter

Medium ponies are over 12.2 and do not exceed 13.2 hands.  Fence heights for medium ponies are 2'6 with spreads not to exceed 2'6 . Medium ponies are to be ridden by juniors 14 years of age or younger.

Large Pony Working Hunter

Large poines are over 13.2 hands and do not exceed 14.2 hands. Fences heights are 3' with spreads not to exceed 3'. Large ponies are to be ridden by juniors under 18 years of age.

Green Pony Working Hunter

The eligibility of a green pony is determined by its USEF status. Small ponies to jump 2'3', medium ponies to jump 2'6", and large ponies to jump 2'9" . heights. Green ponies are to be ridden by a junior under 18 years of age.

Short Stirrup Working Hunter

Fences 2', open to riders 12 years of age and under. Riders are not eligible to compete in this division for more than two years regardless of age. The first year commences on the date the rider first competes in the short stirrup divisions at a recognized GHJA-NCHJA-SCHJA show.

Courses to consist of 6-9 fences with no combinations and otherwise meet USEF Pony Hunter course requirements. Short Stirrup Hunters are judged on performance, manners, way of going, and soundness. Suitability as a short stirrup mount to be stressed.

The rider of a short stirrup hunter is eligible for short stirrup equitation, age group equitation, maiden, novice equitation, pleasure classes and schooling hunter provided the fence heights do not exceed 2'.

Children's Working Hunter

Fences are not to exceed 3'. Open to horses ridden by a junior rider. Horse and rider combination will be eligible for all equitation and medal classes and hunter divisions with fence heights less than 3'6 at the same show. To be judged on performance, manners, way of going, and soundness. Suitability as a child's mount to be stressed.

Should the rules and specifications of the Children’s Working Hunter Division adopted by USEF Zone III or USEF Zone IV differ from those of SCHJA, and the Zone rules are followed at an USEF recognized horse show held in that Zone, the points earned in those classes will count toward SCHJA awards

HUNTER DIVISIONS

For the purpose of scoring points toward SCHJA annual awards, and in order to retain points won in under saddle classes, horses must have been entered and shown in at least one full point class over fences in the same division during the show. Entries do not have to compete over fences in order to enter an under saddle class unless specified by the USEF.

Hunters are judged on performance, manners, way of going and soundness. At USEF and SCHJA recognized shows, it is not necessary to jog for soundness in the unrated divisions. Soundness shall be considered in the courtesy circle.

Pre-Green Working Hunter

Fence height not to exceed 3' or 3'3" as per Zone 4 specifications. Open to horses which have not shown first year green at a regular member USEF horse show.

Green Working Hunter

A Green hunter is a horse of any age in his first or second year of showing in classes at USEF recognized horse shows requiring horses to jump 3'6 or higher, equitation classes included. First year horses will jump fences not to exceed 3'6, second year horses will jump fences not to exceed 3'9 .

Regular Working Hunter

A Regular Working Hunter is a horse of any age which is not restricted by previous showing in any division. Fences are not to exceed 4'.

Amateur-Owner Working Hunter

To be ridden by Amateur-Owners or by members of their immediate families no longer eligible to compete as junior exhibitors. Riders must meet USEF amateur status requirements. Leased horses are not eligible. Multiple ownership is not permitted unless all owners are members of the same immediate family. Fences are not to exceed 3'6 .

Adult-Amateur Working Hunter

Open to horses ridden by Amateurs who meet the requirements of an amateur as required by the USEF and who are no longer eligible to compete as junior exhibitors. To be judged on performance, manners, way of going, and soundness. Manners to be stressed. Fences are not to exceed 3'. Riders are eligible only for classes less than 3'6 at the same show.

If the Adult-Amateur Division is offered at a USEF or SCHJA rated horse show, this division must be specified as Adult-Amateur.

Should the rules and specifications of the Adult-Amateur Working Hunter Division adopted by USEF Zone III or USEF Zone IV differ from those of SCHJA, and the Zone rules are followed at an USEF recognized horse show held in that Zone, the points earned in those classes will count toward SCHJA awards.

Jumper Division

Open to any horse or pony, showing in any jumper division. Year end awards will be presented in the following divisions: Pony Jumpers, Child/Adult Jumpers and Junior/Amateur Jumpers

HUNTER SEAT EQUITATION

SCHJA Governor's Cup Equitation Class

All shows which receive SCHJA approval must offer the South Carolina Governor’s Cup class.

The South Carolina Governor’s Cup Equitation class is open to junior members of the SCHJA.and may be ridden on a horse or pony. Only one rider per horse or pony. To be shown over a modified hunter course of 8 fences with fences set at 3'. The course must include a combination which counts as one fence, at least two changes of direction, and two spread fences. There must be five exhibitors to fill the class.

Four or more riders must return for additional testing as determined by the judge(s). The additional testing will count 25%.

The 20 junior exhibitors with the most points accumulated at the SCHJA/USEF and Palmetto rated shows will be eligible for the SCHJA Governor's Cup Finals. The winner of the finals will receive the South Carolina Governor's Challenge Trophy.

Each year the SCHJA Board will select the horse show where the South Carolina Governor's Cup Finals will be held.

Short Stirrup Equitation - Fence height of 2'. Open to riders 12 years of age and under. Riders are not eligible to compete in this division for more than two years regardless of age. The first year of eligibility is determined by the horse show calendar year a rider begins competing in the Short Stirrup Division at a recognized GHJA-NCHJA-SCHJA.

Age Equitation Classes - Age groups may be changed at the discretion of the show management provided that equal classes are offered for all who have not reached their 18th birthday.

Equitation-age 12-14 years. On the flat and over fences. Fences not to exceed 2'9 to 3'.

Equitation-age 15-17 years. On the flat and over fences. Fences not to exceed 3'3 to 3'6 .

POINTS TO BE AWARDED

Points will be awarded toward year end awards as set forth in the table which follows. Divisions rated "A" or "AA"by the USEF will be treated as A rated divisions by SCHJA. Divisions rated B by the USEF will be treated as B rated divisions by SCHJA. Divisions rated as C by the USEF will be treated as C rated divisions by SCHJA. Divisions which are held at shows recognized by USEF but which are not rated by the USEF shall be treated as having the same rating as the most comparable rated division at such show.

For example, Children's Working Hunters would be treated as having the same rating as the Junior Working Hunter Division, Pre-Green Working Hunters would be treated as having the same rating as the Green Working Hunter Division and Adult-Amateur Working Hunters would be treated as having the same rating as the Amateur-Owner Working Hunter Division.

Equitation Classes other than Short Stirrup Equitation and the SCHJA Governor's Trophy Class, shall be treated as having the same rating as the Junior Working Hunter Division at that show.

Equitation champion and reserve champion awards at a show will not count for points toward the equitation year end awards.

At all shows in the Short Stirrup Hunter and Short Stirrup Equitation Divisions points toward year end awards will be counted as though these divisions were C rated.

Points for qualification for the SCHJA Governor's Trophy Finals will be counted as though the class was a C rated class.

In the event of any dispute as to the number of points to be awarded toward year end awards in any particular class, the decision of the Board of Directors as to the number of points to be awarded shall be final.

PALMETTO STATE HORSE SHOWS

The SCHJA offers annual Palmetto State Awards to encourage participation in the SCHJA horse shows which are not sanctioned by the USEF.

The calendar year for Palmetto State Awards runs from December 1st to November 30th .

In order for points from a horse show to count toward a Palmetto Circuit Year End Award, the horse show must be sanctioned as a Palmetto rated horse show by the SCHJA

To be eligible for a year end award, a horse or pony must be recorded with SCHJA and its owner/leasee must be a current member of the SCHJA. No points will be credited for a horse or pony prior to the date the owner of the horse or pony becomes a member of the SCHJA and/or prior to the date on which the horse or pony is recorded with the SCHJA.

In order for an equitation exhibitor to earn points toward a Palmetto Circuit year end award, the exhibitor must be a current member of the SCHJA.

Awards will be offered in the divisions set forth below. The rules governing the conduct of the SCHJA sanctioned shows and the comparable divisions for which the SCHJA Horse and Rider of the Year Awards are awarded shall govern the Palmetto State Awards.

In the hunter divisions at least two over fences classes and one under saddle class must be held for the purpose of awarding a championship and a reserve championship.

PALMETTO HUNTER DIVISIONS

Three Inch Rule

In order to comply with other organizations, fence heights may be raised or lowered by 3 inches except in a division or classes which restrict the use of the 3 inch rule.

Combining of Classes

Three entries are necessary to fill a class. Divisions may be combined as follows:

  • Adult and Children's

  • Long and Short Stirrup

  • Green and Working

  • Junior and Amateur

All equitation divisions may be combined including adult equitation to constitute a class.

EFFECTIVE DECEMBER 1, 2007:  NEW DIVISION

Walk, Trot Canter Division

Open to junior exhibitors  in their first year of showing at the canter.  Riders will show at the walk, trot and canter.  Three (3) classes are to be offered:  Pleasure, equitation and an under saddle.  Year-end points awarded to the rider only.  Should classes be split by experience, all points are awarded to the year-end award. Riders showing in this division may cross enter into the crossrail division only. 

Crossrail Division

No age limit. Open to riders in their first year of showing over fences. Fence height not to exceed 18 ". Riders may not cross enter into walk-trot classes.  The 3" rule does not apply in this division.

Riders may participate in this division for no more than two (2) years unless they place in the year end standings with any sanctioning organization after their first year of showing. Riders having received a year end award in this division will graduate and move up to a more advanced division.

Pre-Children’s /Pre-Adult Working Hunter Division

Open to junior and adult amateur riders on a horse or pony who have not shown over fences exceeding 2'6" in height prior to riding in this division. Rider may not cross enter into any classes having a fence height greater than 2'6 with the exception of age group equitation classes.

Riders may participate in this division for no more than two years.

Short Stirrup Working Hunter - Fence height 2'

Open to horses or ponies ridden by a junior rider age 12 and under whose rider is in their first or second year of recognized or unrecognized showing over fences exceeding 18 inches in height. The first year of eligibility is determined by the horse show calendar year in which a rider begins competing in the Short Stirrup Division at a recognized GHJA-NCHJA-SCHJA or USEF, or any other state or local horse show organization.

The three-inch rule does not apply to the Short Stirrup Division.

Riders may not cross enter into any other classes where fence heights exceed 2' except age group equitation in which fences are 2'6" or lower.

Long Stirrup Hunter - Fence height 2'3"

Open to horses or ponies ridden by a rider age 13 and over including adult amateurs who are in their first or second year of recognized or unrecognized showing over fences exceeding 18 inches in height. The first year of eligibility is determined by the horse show calendar year in which a rider begins competing in the Long Stirrup Division at a recognized GHJA-NCHJA-SCHJA or USEF, or any other state or local horse show organization.

Pony Working Hunters

The following pony divisions will be eligible for year end awards:

  • Green Pony

  • Small/Medium Pony

  • Large Pony

The three inch rule does not apply in the pony working hunter divisions.

Green Pony Working Hunter

Open to ponies in their first year of showing.

Fences for small ponies shall be 2'0" in height with spreads not to exceed 2'0" . Fences for medium ponies shall be 2'3" in height, with spreads not to exceed 2'3", and fences for large ponies shall be 2'6" with spreads not to exceed 2’6".

Green ponies may be ridden by juniors under 18 years of age.

Green ponies cross entering into the regular pony divisions must comply with the rider age requirements.

Small/Medium Pony Working Hunter

Small ponies are not to exceed 12.2 hands. Fence heights are 2'0" with spreads not to exceed 2'0". Medium ponies are over 12.2 and are not to exceed 13.2 hands. Fence heights for medium ponies are 2'3" with spreads not to exceed 2'3".

Small ponies are to be ridden by juniors 12 years of age and under.

Medium ponies are to be ridden by juniors 14 years and younger.

Large Pony Working Hunter

Large ponies are over 13.2 hands and do not exceed 14.2 hands.  Fences for large ponies shall be 2'9 with spreads not to exceed 2'9 .

Large ponies are to be ridden by juniors under 18 years of age.

Children's Working Hunter - Fence height 2'9

Horses and riders competing in this division will be eligible to show in any other classes at the same show for which they are otherwise eligible. However, show management, at its discretion, may restrict the horses and riders showing in this Division from showing in other classes at their show if it is necessary to comply with the requirements of another association which is also recognizing the show. Cross entering into the Junior/Amateur Division on the same horse is prohibited.

Junior Working Hunter - Fence height 3'3

Open to horses shown by a junior exhibitor. To be judged on performance, manners, way of going and soundness. Cross entering into the children's hunter division with the same horse rider combination is prohibited.

Junior hunter and amateur hunter classes may be combined.

AmateurWorking Hunter - Fence height 3'3

Open to horses shown by a amateur exhibitor (horses do not have to be owned by the rider). To be judged on performance, manners, way of going and soundness. Cross entering into the Adult Amateur section with the same rider/horse combination is prohibited.

Pre-Green Working Hunter - Fence height 2'3 to 2'6

Open to horses that have not shown over fences exceeding 2 feet in height at a recognized show prior to the beginning of the current show year.

Adult-Amateur Working Hunter - Fence height 2'9

Horses and riders competing in this Division will be eligible to show in any other classes at the same show for which they are otherwise eligible. However, show management, at its discretion, may restrict the horses and riders showing in this Division from showing in other classes at their show, if it is necessary to comply with the requirements of another association which is also recognizing the Show.

Exhibitors may not cross enter into the Junior/Amateur Division on the same horse. Riders do not have to own their horses.

Green Working Hunter

First Year fence height 2'9 . Second Year fence height 3'.

Horses are limited to two years of showing in this division. First year horses may show over the second year height fences but second year horses may not show over the first year height fences.

Regular Working Hunter - Fence height 3'6

Open to all horses, with no restriction on previous showing.

 

PALMETTO EQUITATION DIVISIONS

Points will be awarded for equitation classes over fences and on the flat. Championship and Reserve Championship points received at horse shows will not count towards year-end awards.

Short Stirrup Equitation - Fence height 2'

Open to any rider who is eligible to ride in the Short Stirrup Working Hunter Division.

Long Stirrup Equitation - Fence height 2'3".

Open to any rider who is eligible to ride in Long Stirrup Working Hunter.

Pre Children’s/Pre-Adult Equitation

Open to any rider who is eligible to compete in the Pre-Children’s/Pre-Adult Working Hunter Division. Fence height 2'6 .

Age Group Equitation Classes

  • 11 and Under - Fence height 2'3

  • 12 through 14 - Fence height 2'6

  • 15 through 17 - Fence height 2'9

Adult Equitation

Fence height 2'6" to 2'9". Open to riders 18 years or older who are amateurs.

SCHJA Governor's Cup Equitation

Palmetto Medal Class

Palmetto State Award Shows must offer a Palmetto Medal Class.

Open to junior riders who are members of the SCHJA. Horses to jump 3', ponies to jump 2'6 over a modified hunter course. Only one rider per horse or pony. To be judged on seat, hands, guidance and control of the horse or pony. Three (3) riders needed to fill the class. One fourth of the exhibitors, or no less than 2 exhibitors, must return for flat work. The flat work shall count 25%. Points will be cumulative, with the top 20 riders including ties being eligible for the finals.

JUDGES

All judges at a Palmetto State Award horse show must be in the current roster of USEF Recognized Judges with not less than a recorded ( r ) status or must be on a current roster of judges approved by the SCHJA.

STEWARDS

At all Palmetto State Award horse shows, a steward must be present throughout the show to assist in compliance with SCHJA rules. The steward must be a member of the SCHJA Board of Directors, a steward licensed by the USEF, or a person on the current roster of stewards approved by SCHJA. A steward may be compensated by the horse show for his/her services.

Stewards may not be show managers, trainers, exhibitors or related to any of the above or have any vested interest in the shows at which they serve.

All Stewards at Palmetto and USEF shows must file a Steward's Report to SCHJA. Failure to comply with this rule could result in a fine being imposed on the show management.

On page 19 under the Medium Pony Working Hunter section, the height requirements for a medium pony shall read as follows: 

Medium ponies are over 12.2 and do not exceed 13.2 hands.

Also on page 19 under the Large Working Pony Hunter section, the height requirements for a large pony shall read as follows:

Large ponies are over 13.2 and do not exceed 14.2 hands.

On page 28 under the Small/medium Pony Working Hunter section, the height of the medium pony shall read as follows:

Medium ponies are over 12.2 and do not exceed 13.2 hands.

On page 29 under the Large Pony Working Hunter section, the height requirements shall read as follows:

Large ponies are over 13.2 and do not exceed 14.2 hands.

SCHOLARSHIP PROGRAM

The SCHJA scholarship program rewards the winners of both the South Carolina Governor's Cup Finals and the SCHJA Palmetto Medal Finals.  Each winner may use their $1000.00 scholarship award towards either equestrian improvement, academic advancement (an accredited institution) or a combination of both.  Winners must submit their request for funds to be transferred in writing within six (6) months of their win.  All checks will be made payaable to the equestrian program or the academic institution.  No check will be made payable to the winner or any member of their family.

HORSE/PONY WELFARE

 
Horses/ponies are not allowed to be entered in and jumped in more than seven (7) jumping classes per day at a sanctioned horse show.
